James R. Tanner, the ma most responsible for developing plans for desegregating Cleveland Schools, yesterday was given the responsibility for carrying them out. Tanner, assistant superintendent for curriculum and instruction was promoted by the board of education to deputy superintendent with particular responsibility for managing desegregation.
