Mayor George V. Voinovich models a knit hat in a meeting room adjacent to his City Hall office. The mayor displayed the hats on a conference table Monday to boost a program of his administration's Department of Aging to help elderly residents of the city through the coldest part of winter. The department has collected 2,000 hats to be given to the elderly, along with a brochure on winter survival tips
