The Peace Corps can be a meaningful development agency, according to Sam Brown, director of ACTION, its parent agency shown in Washington in 1970. Brown is determined to get on with the changes he believes are needed to make the Peace Corps appropriate to the world of the 1970s and 1980s. His ideas were in conflict with those of Carolyn Payton, Peace Corps, director until November last year when her forced resignation was announced.
