Folsom, right, showed off a bolt of cloth yesterday which he said Industrialist Bernard Goldfine gave him three years ago at the National Governors Conference in Chicago. Examining the cloth are Ralph Hammond, the governors executive secretary, left, and Ed Brown, Folsom's press secretary, center. "Those things are just normal for a governors conference," Folsom said. "The governors always get something."
