Birmingham City Council Bettye Fine Collins is fast becoming Birmingham's answer to former New York Congresswoman Bella Abzug with her variety of hats. She said she got the straw creation she wore to Tuesday's city council meeting for $3 in Five Points South during that neighborhood's recent festival.
