Department of Youth Services - Groundbreaking was held Wednesday for two new dormitories and a cafeteria on the Vacca Campus of the Department of Youth Services. The new facilities will cost about $1.5 million, officials say, and the investment marks a clear end to thoughts of closing the state school for delinquent youths in Birmingham's Roebuck section.
