Robert E. "Bert" Brown, HUD, Birmingham, Alabama. When the tornado hit Smithfield Estates in April of this year, Robert E. "Bert" Brown knew what needed to be done. After all, he had helped write the book on major disasters. Brown, now acting area chief of the U. S. Department of Housing and Urban Development "HUD" in Birmingham, spent 11 months on the Mississippi Gulf Coast following hurricane Camille.
