Description
The first student is enrolled at the Nursery School for Blind Children under five at the New York Institute for the Education of the Blind, New York City. While a nurse registers "Terry", Dr. Merle E. Frampton, Institute Principal, makes him feel at home. Hitherto the institute has served only students ranging from 5 to 21 years. In Dr. Frampton's opinion, lack of proper guidance in preschool age has hindered development of blind children.
