Cairo, Illinois: Beside deep water menace of flooded Ohio in front of levees here workers are plagued by eruptions known as sand boils behind dikes. From these boils comes water from river forced under dikes. This one had been sandbagged to raise its level above flooded river. Disaster - Floods
