others - signing bills - Truman and Washington - President signs new draft bill-President Truman today signs into law a new draft bill that includes for the first time a start toward universal military training. Secretary of Defense George Marshall (right) and Mrs. Anna Rosenburg, (center) assistant secretary of defense, were among the military, congressional and other leaders who witnessed the ceremony in the president's White House office. The new law lowers the draft age from 19 to 18 and a half and requires 24 instead of 21 months service.
