A sad delegation of New Yorkers counts the mounting total of votes for Richard M. Nixon in Republican convention balloting for a presidential candidate as the hopes of their governor, Nelson A. Rockefeller, go down the drain in Miami Beach early today. Leonard Hall, Rockefeller's floor manager, is in first row center with William Miller at right. Behind Hall is Senator Jacob Javits and behind Miller is Mayor John Lindsay of New York.
