Joseph L Lockard Williamsport PA at left who gave the warning that went unheeded as the Japanese approached Pearl Harbor has the bars of a 2nd St pinned on his shoulders by Brigadier General George L Van Deusen at Fort Monmouth NJ July 12 Lockhard was put thru officer's training for his alertness at Pearl Harbor His bride of a few months watches the ceremony
