Wash DC A candid camera shot of Frank O Walker, former motion picture co., who now ranks highest in the triumvirate which will supervise the spending of the $4,000,000,000 by which the administration hopes to provide a job for every employable person on relief rolls. The others who will man the spending program machinery are Harry L Hopkins, admin of Works Progress Division, and Secretary Ickes, chairman of Works Allotment division which will advise the President on projects for which allocations are to be made.Frank C Walker is director of the National Emergency Council and Chief of the division of applications and information which will examine work projects with Secretary Ickes.
