Delegates at the Pan American Conference of Foreign Ministers in Havana Cuba, are shown during their meeting with the Chief Argentine representative, Dr Leopoldo Melo, concerning the United States plan to protect European possessions in the Western Hemisphere from falling into the hands of the Germans. Left to right are Secretary of State Cordell Hull, Pedro Manini Rios, Uruguay, Dr Leopolodo Melo, Julio Tobar Donoso, Ecuador and Narisco Garay, Panama. Argentina didn't see eye to eye with the other countries on the plan at the time.
