Paul Garrett, head of the Garrett Wine Company, Dean of American Wine Growers, testifying before the Senate Finance Committee and House Ways and Means Committee joint hearings on liquor taxation. He urged the distribution of domestic wines to homes tax free as a means of aiding agriculture and promoting temperance. He said that a per capita wine consumption in this country of half the size of France's would give profitable employment to 8,000,000 persons. The proposed tax of 16 cents a gallon on wines he declared would amount to a levy of $25 on a ton of grapes.
