The signature of Representative Dudley A. White, Ohio, seated, supply the necessary names needed to release the bill for a Constitutional Amendment giving the American people the right to vote on United States entrance to war. the amendment was drafted by Representative Louis Dudley of Indiana (standing) but has been deadlocked by the House Judiciary Committee.
