Senator Robert A. Taft, candidate for the Republican nomination for President in 1940, pictured (right), as he was interviewed by A. Duncan Oliphant, Newspaperman, via radio station WGAN, Portland. It was the opening of the Senator's tour of New England by which he hopes to further his candidacy. He told Portland Republicans that "utter confusion" exists in the Federal Bureaus and departments under the Roosevelt Administration.
