Mayor William E. Kemp smiles as unofficial incomplete count of ballots in city election showed a clear cut victory for Citizens Association Administration challenged by Pendergast Democratic Organization. Citizens association, coalition of Republicans, Independents and anti-machine Democrats, has held power since 1940. Citizens returned Kemp for a third term and won at least 7 of the 9 posts on council and all 3 municipal judgeships.
