San Francisco Harold J Sturtevant, 22 EG Lackey 23 iUS Naval enlisted men were arrested here on malicious mischief charges in connection with destruction of the German consulate's swastika flag. Later they were released from jail on writ of habeas corpus obtained by two American Legion officials. the state department in Washington expressed its regrets over the incident in response to a protest from the German Embassy
