John J.McCloy(left) United States High Commissioner for Germany and Ralph A. Nicholson former New Orleans Publisher leave a Military Transport Plane upon their arrival at National Airport from Europe. McCloy wiill Confer with administration officials on the Organizations of his German Occupation Staff. Nicholson will be a members of an Inner Cabinet to help McCloy run American Policy in Germany once Civilian rule is established.
