Austin, Texas. Lieutenant Governor Ben Ramsey takes the oath of office from State Supreme Court Chief Justice J. P. Hickman to become the first person in Texas history to serve four terms in the office. In addition Ramsey has served two terms as a Representative and four terms as state Senator. He also served as Secretary of State under both Governors Allan Shivers and the late Beauford Lester.
