Warning of possible "ecological disaster," President Nixon sent Congress an unprecedented report calling for sweeping changes in American life to protect mankind against its own assaults on the land, air and water. The President signed the first annual report of his Council On Environmental Quality and sent it to Congress. Standing at right is Russell Train, chairman of the council.
