"Tip" and Eddie, the "Odd Couple" of Congress, are breaking up housekeeping after nearly a quarter of a century as roommates. House Speaker Thomas P. "Tip" O'Neill moved into a Bethesda, Md., condominium with his wife, Millie, leaving Edward Boland (D-Mass.) alone in the apartment the two men had shared since 1953 when they arrived together as freshmen members of Congress.
