Description

Erma E. Hepburn, a Portland social services administrator since 1973, was named Friday as the new director of the city's Bureau of Human Resources. Ms. Hepburn, 44, will take over the $19 million per year bureau June 16, succeeding Janice Wilson. Ms. Wilson headed the bureau for two years while on special leave from a management job.
