Substructure steel for the Juneau av. bridge was in place Thursday on the west side of the Milwaukee river. This steel will be encased on a concrete pier. After a similar pier is erected on the east side, main grinders will be put in place. Roland Kohlbeck, 4937 N. Berkeley blvd., Whitefish Bay, a civil engineer, is at the right.
