Glen and Ruby Singleton posed at the fence that was wrecked by a vehicle at the Layton Boulevard Group Home. Good fences make good neighbors. That's how the adage goes, but you might have a hard time convincing Glen and Ruby Singleton that there is any truth to it. The Singletons are coordinators of the Layton Boulevard Group Home for mentally retarded adults. The home is one of about 50 in the state operated by New Concepts Foundation, a nonprofit social service agency with the goal of getting the mentally retarded out of institutions and into society. The group home has six residents, ages 25 to 49. Each at one time was confined to an institution. Now some have jobs or attend vocational classes, and all are working to become independent.
