A diver prepares to go under the icy water of the Milwaukee River just north of downtown Monday to search for a bulldozer and possibly the person driving it. Construction workers called police at 8:05 a.m. to report that someone had driven the small bulldozer away from the construction site. Tracks from the machine led to the river. Divers were trying to determine whether someone was trapped inside the cage, which protects the machine's driver. Police suspect vandals were operating the machine.
