1986 Press Photo Dennis Kaun discovers state constitution error, Wisconsin

Voters will get a to correct a one-word error Dennis Kaun discovered in the state constitution. Dennis Kan was reading a new amendment to the state constitution four years ago when he stumbled over the word "serve." The constitution said that every person has certain inherent rights, including life, liberty and the pursuit of happiness. "To serve these rights," the amendment continued, "governments are instituted." Kaun, an Elm Grove Insurance agent, knew immediately that wasn't correct. Governments are created to "secure" these rights, according to the Declaration of Independence, not "serve" them. Because of Kaun's watchful eye, Wisconsin voters will be asked in Tuesday's election to approve changing the word "serve" to "secure". Making the change will cost $38,000, which covers expenses for publishing official notices, printing documents and bills and distributing them, officials said.
