In his capacity of spokesman of the three Western Ambassadors for the time being, the American Ambassador Kenneth Rush informed the Federal Foreign Minister, Walter Scheel, of the positive state of the Berlin negotiations. The visit paid to the Bonn Foreign Office might have had more formal than informative character for Federal Minister Walter Scheel. However it underlines once more the Western Ambassador's declaration that an agreement on Berlin may not only satisfy the negotiating Great Powers but has also to be acceptable to the Germans.
