Speaks at Cotton Congress - Secretary of Agriculture Charles F. Brannan (above) is shown address the ninth annual Cotton Research Congress in Dallas, Texas, July 22. He said the outlook for American cotton in the immediate future is better than it has been for at least two decades and attributed the bright outlook for American cotton to two factors: the balancing of production with need and an increase in the domestic consumption of textiles.
