The newly-named West German consul to Houston says Gulf Coast businessmen should look to his country for expanding trade in oil, cotton and chemicals. Dr. Ludwig Alexander Fabel, a 61-year-old doctor of economics, said West Germany needs oil and cotton. He said his nation also probably can exchange some significant know-how with Metropolitan Houston's growing chemical industry.
