Caption: NXP1007060-11/27-(FILE)-TUPELO, MISS.: Former Congressman John Elliott Rankin (shown in 1952 file photo), a co-author of the bill creating the Tennessee Valley Authority, died 11/26 in Tupelo. He was 78. Rankin, vitriolic anti-Northern newspaper writer, served in the House of Representatives from 1921 to 1953. Among other legislation introduced by Rankin was the amendment to the House rules creating the House Un-American Activities Committee. UPI Telephoto from FILES koe.
