Caption: Rep. Adam Clayton Powell, D-N.Y., today agreed to go along with a rebellious majority of the House Education and Labor Committee which stripped him of many of his powers as chairman. After the 27-1 vote reduce his powers as chairman, Powell said the committee had merely reaffirmed the House rules under which all committees are supposed to operate. At left is Rep. William H. Ayres, R-Ohio who cast the lone vote against the new rules.
