Caption: NY-Sept. 21-SUGGEST MORE TROOPS FOR WEST GERMANY-George F. Kennan, former U.S. Ambassador to Moscow, suggests the U.S. should dispatch 100,000 troops to West German. We should than tell the Soviets, he says: "We will not take them out until you leave Czechoslovakia." Kennan is shown as the testified before the Senate Foreign Relations Committee in Washing in February, 1966.
