Caption: (Wx11) Washington, July 19--Asks Open Housing-- Atty. Gen. Nicholas Katzenbach appears before the Senate Judiciary Subcommittee today on behalf of the administration' open housing proposal, a ban on racial or religious discrimination in the sale or rental of housing as a provision of its 1966 civil rights bill. The House Judiciary Committee has modified the administration proposal to exempt individual home owners and owner-occupied apartments with no more than three other rental units.
