Caption: NY-Dec. 26-SAYS BERLIN DISPUTE COULD TOUCH OFF BIG WAR--Russian Foreign Minister Andrei Gromyko is shown addressing the closing session of the supreme Soviet Parliament in Moscow yesterday when he said the Berlin dispute could touch off a big war whose flames "would inevitable spread to the American continent." He also said the soviet Union is ready to sign an agreement to end nuclear weapons tests, but he heaped scorn on Western insistence that such a pact be sealed by a foolproof inspection system.
