Caption: PCBs cool coils in 35 million transformers, on utility poles and in commercial buildings that "step up" or "stop down" current as if flows from power lines to users. Here, dirt believed to be contaminated with PCB-laden oil was shoveled into a barrel after a capacitor blew up.
