Caption: Two residents inside Plymouth Center last March: What hope? Plymouth Center had been under pressure for nearly two years by parents demanding an end to the abuse and neglect of their mentally retarded children at the facility. In the following months, DMH director Smith would resign under fire; superintendent Womack would be fired for mismanagement when he refused to resign; 80 attendants would be fired for abuse and neglect, and an extra $8.3 million would be pumped into the center to improve conditions there. Professional staff would double and the number of attendants would jump from 437 in February to 772 in November.
