Caption: And Then Came The Rejection Of The Mayor's Plea -- Douglas L. MacMahon, right, the striking Transport Workers Union's head negotiator, turns as mediator Theodore H. Kheel gestures toward him to enter room at Americana Hotel in New York today to meet with Mayor John V. Lindsey. Union negotiators later promptly rejected Lindsey's plea for resumption of subway and bus service while contract negotiations continue. MacMahon vice president of the TWU, replaced the union's president, Michael J. Quill, as chief negotiator after Quill's arrest yesterday.
