Caption: Secretary of Defense Robert McNamara confers with President Johnson in March 1964 after McNamara returned from a fact-finding trip to Vietnam. According to the Pentagon papers, McNamara recommended both South Vietnamese raids into Laos, and South Vietnamese air attacks against North Vietnamese military and industrial targets. The latter would be backed by an American squadron.
