Caption: ONLY MY OPINION'--Democratic National Chairman Frank McKinney thoughtfully scratches a shoulder yesterday at his Key West press conference when he said it is "only my personal opinion" that President Truman has not made up his mind yet whether to run for reelection; that the President probably will not announce a decision at the March 29 Jackson-Jefferson dinner in Washington and that the Chief Executive would announce his plans by May 15. Mr. Truman has scheduled a press conference here today which may shed some light on the question.
