Caption: THE PEN is mightier than the sword, the poet said, and in the case of President Johnson it's a lot more frequent. He passed out 400 pens to the crowd when he signed legislation providing for Federal aid to the arts--the occasion on which he met and chatted with photographer Edward Steichen and Mrs. Steichen (above) At right, the rack of pens he used to sign the legislation for the Auburn-Folsome flood control, power and recreation project in California. Everyone connected with it got a pen as a souvenir. Pres. Lyndon B. Johnson.
