Caption: LISTENING TO THE PRESIDENT--View of last night's combined session of the 90th Congress which heard President Johnson's State of the Union message which lasted more than an hour. The President's proposals ranged from a merger of the Commerce and Labor Departments, an increase in social secruity benefits, to an increase in federal income tax of six percent to help defray the expenses of the Vietnam fighting.
