Caption: I surrender' -- Several minutes under the bright lights focused on him by television and newsreel photographers proved enough for President Johnson as he raises his hands and says "I surrender" in an effort to get the lights turned off. The incident occurred as he arrived at the Century Plaza hotel in Los Angeles to attend a fund-raising dinner after a summit meeting earlier in the day with Premier Kosygin of Russia in New Jersey.
