Caption: The Laber Department has ruled that Paul J.JENNINGS, sheuld have been in stalled as president of the AFL-CIO International Union of Electrical Workers last Jan.!. The department said the ballets in last fall's election had been miscounted and the results falsely reported by union trustees. Incombent president James E.Carry has said to will resign today, and the union's executive board is expected to name Jennings to succeed him.
