Nicholson, former New Orleans publisher, leave a military transport plane today upon their arrival at National Airport from Europe. McCloy will confer with administration officials on the organization of his German occupation staff. Nicholson will be a member of an ?inner cabinet? to help McCloy run American policy in Germany once civilian rule is established there.
