Caption: When the House began its debate in June on whether to award a federal charter to the Vietnam Veterans of America, Rep. John McCain vowed to stay on the sidelines. McCain, who spent six years in a North Vietnamese prison camp, intended to vote against the certification because leaders of the veterans group had laid a wreath on the tomb of Ho Chi Minh, late leader of the North Vietnam. When Bob Edgar (D-PA) praised the placement of the wreath, McCain said he couldn?t contain himself. He rushed to the House floor and declared he could ?never forgive? what the Vietnam Veterans of America leaders did, even though the veterans said they had been duped into laying the wreath.
