Caption: Somebody should take COUNCILMAN HOOD (Free Press, Aug.8) for a walk. Surely the erstwhile concilman is overworked if all he can find to do is pick on "man's best friend."If he is so ecology-minded why doesn't he do something constructive about all the potato chip bags and pop bottles littering the city? People know better, or at least should. The poor dogs don't.Certainly Mr. Hood can justify his salary other than by harassing man's friend.
