Caption: General Motors couldn't have picked a more down-to-earth or upbeat public spokesman than big Bill Hoglund to present its new face to the world.Insiders say it was Hogulnd who suggested the cozy executive dining room at GM headquarters -- a grating and unwelcome symbol of the corporate hierarchy's supposed arrogance and detachment from reality -- be padlocked as part of the new austerity on West Grand Boulevard.It turned out to be a great morale booster, as well, for the troops at ground level.
