Caption: LANSING, Mich., April 19--HIGHWAY DIRECTOR RESINS--Howard E. Hill, State Highway Department director since 1965, Wednesday announced his resignation effective Aug. 1. Hill joined the department in 1957 as deputy director for engineering. One year later he became managing director under Commissioner John C. Mackie.
